The National Nutrition Agency (BGN) affirmed its commitment to improving the effectiveness of implementing the Free Nutritious Meal (MBG) Program through strengthening governance, budget efficiency, sharpening target beneficiaries, and optimizing the utilization of available resources. This step was taken to ensure the program runs in a more targeted, sustainable manner and provides maximum benefits to the community. Amidst high public demand for transparency in social welfare distribution, managerial restructuring at the central level is the primary key to the success of this massive program. Establishing tight field oversight and streamlined logistics systems will minimize budgetary risks and guarantee that the food quality received by students complies with established health codes. Comprehensive improvements in this national nutrition service management sector are positioned as the main foundation for building a smart and competitive golden generation of Indonesia.
This was stated by the Head of the National Nutrition Agency, Nanik S. Deyang, during a National Nutrition Agency Press Conference held at the BGN Head Office, Thursday (4/6). The press conference became an initial consolidation momentum for the new leadership ranks of BGN in formulating policy directions and strategic steps for program implementation going forward. This official meeting with the press was also used to align public perception regarding the high importance of operational efficiency at regional levels. The entire leadership team is fully committed to applying modern management principles based on high performance accountability in every single working unit.
Focusing on Budget Impact and Equalizing Access for Remote Areas
According to Nanik, BGN’s primary focus at the moment is to ensure that every budget and resource used is capable of producing an optimal impact on the community groups most in need of nutritional intervention. Periodic evaluations of the operational absorption of community kitchens will be tightened to avoid overlapping cost allocations in the field. “Fokus kami saat ini adalah memastikan Program Makan Bergizi Gratis berjalan lebih efektif, tepat sasaran, dan memberikan manfaat yang optimal bagi masyarakat. Oleh karena itu, kami melakukan penataan pelaksanaan program agar kualitas layanan dapat terus ditingkatkan,” stated Nanik.
As part of these efforts, BGN is reorganizing various aspects of program implementation. The steps taken include refocusing beneficiaries so that nutritional interventions are more directed toward priority groups, a temporary moratorium on building new kitchens, and optimizing kitchens that have already operated so they can be utilized to their full potential. In addition, BGN is also strengthening the guidance and standardization of the Nutritional Fulfillment Service Units (SPPG) to ensure all kitchens meet the standards for food safety, service quality, and human resource capabilities that have been set. Through these measures, BGN wants to ensure every meal distributed to beneficiaries meets good nutrition and safety protocols.
According to Nanik, the reorganization of program implementation was also carried out to answer the challenges of service equalization across various regions. Facility imbalances between urban and rural zones require a more adaptive sociological approach from technical teams in the field. “Saat ini masih terdapat konsentrasi dapur yang tinggi di wilayah aglomerasi, sementara sejumlah daerah tertinggal, terdepan, dan terluar (3T) masih membutuhkan penguatan layanan. Karena itu kami melakukan penataan agar pemerataan manfaat program benar-benar dapat dirasakan oleh seluruh anak Indonesia,” she explained. Adaptive Implementation Frameworks and Integrated Information Control Systems
To expand service coverage, BGN is preparing various implementation schemes for MBG that are more adaptive in 3T regions. The approach taken is not solely through constructing new facilities, but also by optimizing available resources, such as school canteens, public kitchens, or community facilities that meet the program’s operational requirements. BGN also opens opportunities for collaboration with various stakeholders, including state-owned enterprises, the private sector through corporate social responsibility (CSR) programs, foundations, and various other parties wishing to participate in supporting the expansion of MBG services in regions that need it.
In the same opportunity, Nanik emphasized that service quality remains the top priority in the consolidation process currently being carried out by BGN. Overseeing raw food supply quality from local farmers and ranchers will be integrated with periodic laboratory testing to prevent any hazardous contamination. “Kami ingin memastikan setiap dapur menghasilkan makanan yang aman, sehat, dan bergizi. Karena itu, pembenahan standar operasional, peningkatan kapasitas SDM, serta penguatan pengawasan menjadi agenda utama kami,” she said. The technical hygiene competence of cooks at the village level is also heavily monitored through intensive certification programs.
Meanwhile, the Vice Head of BGN, Agustina Arumsari, conveyed that strengthening governance will be carried out through improving internal control systems, data integration, information validation, and developing systems that are more structured and measurable. Implementing digital reporting tools in the raw ingredient supply chain is expected to accelerate the early detection of logistical issues in remote areas. According to her, good governance must be built through a strong system so that program execution can run accountably, transparently, and sustainably. “Kami akan memperkuat integrasi data dan sistem informasi agar setiap kebijakan dapat didukung oleh data yang valid. Selain itu, berbagai rekomendasi dari lembaga pengawas akan menjadi bagian dari upaya penyempurnaan tata kelola yang sedang kami lakukan,” she stated. In sharpening program targeting, BGN also strengthens interventions for the 3B groups—namely pregnant women, breastfeeding mothers, and toddlers—as a strategic segment in stunting prevention efforts and early human resource development through the strict application of national nutrition service management.
